Conference Titled “The Development Process of Our Administrative History from the Constitutional Monarchy to the Republic” Held
As part of the Republic Day celebrations on 29 October, Hitit University organized a conference titled “The Development Process of Our Administrative History from the Constitutional Monarchy to the Republic.”
In his speech at the event held at the Ethem Erkoç Conference Hall, Dean of the Faculty of Humanities and Social Sciences Prof. Dr. Zekeriya Işık stated that the foundations of the modern state understanding were laid in the final period of the Ottoman Empire.
He said, “The republican administration is not a rupture, but rather a restructured continuation of the accumulated experience inherited from the Ottoman Empire. In this process, institutionalization, the rule of law, and the development of public administration awareness are of great importance.”
Hitit University Faculty member Assoc. Prof. Dr. Gökhan Kaya also discussed the transformations in the Ottoman administrative structure from the Constitutional Monarchy period to the Republic.
He stated, “Since the late 18th century, the Ottoman Empire felt the need for modernization under the pressure of both internal and external dynamics. Military threats from Russia, the ideas spread by the French Revolution, and political balances in Europe directed the Ottoman Empire toward reform efforts.”
Emphasizing that the transition from the Ottoman Empire to the Republic was not only political but also a mental transformation, Kaya added, “Modernization is not a rupture but a different phase of historical continuity. This understanding is clearly reflected in the administrative structure of the Republic.”
The conference was attended by Deputy Governor Yeliz Mercan, Deputy Gendarmerie Commander Colonel Talip Kurt, Regional Personnel Director Colonel Erdal Dirik, Vice Rectors of Hitit University Prof. Dr. Nurcan Baykam and Prof. Dr. Eşref Savaş Başcı, as well as academics and students.
