In order to preserve and improve the quality of higher education programs:
The Council of Higher Education (YÖK) is responsible for the planning, regulation, management, and supervision of educational activities as well as other academic and administrative processes carried out in higher education institutions.
In line with the criteria established by YÖK, “University Monitoring and Evaluation Reports” are prepared and published annually for universities. Within the scope of these reports, higher education institutions are evaluated in both quantitative and qualitative terms, and the results are shared with the public.
YÖK also publishes annually the “Foundation Higher Education Institutions Report,” which includes academic, administrative, and financial data related to foundation universities. The evaluations included in this report are likewise made available to the public.
Quality assurance for undergraduate programs in higher education is ensured within the framework of the “Procedures and Principles for Ensuring Quality Assurance in Higher Education Diploma Programs”:
1. Creation and Approval of Curricula
1.1. YÖK determines the minimum standards and criteria for departments and programs to be opened at the undergraduate level.
1.2. The curricula of undergraduate programs and the learning outcomes to be achieved by students are determined by the senates of higher education institutions in accordance with the principles set by YÖK.
1.3. National Core Education Programs are implemented in higher education institutions after being adopted by the relevant Council of Deans and approved by YÖK.
2. Measurement and Evaluation
The processes related to the assessment and evaluation of the learning outcomes envisaged in each undergraduate program are carried out in accordance with the principles determined by YÖK and the education, training, and examination regulations of higher education institutions.
3. Certification
Students enrolled in an undergraduate program are entitled to receive a bachelor’s degree diploma provided that they successfully complete the course credits and all other relevant requirements determined by the universities.
4. Self-Evaluation and External Evaluation
As part of continuous monitoring, higher education institutions upload the “Institutional Internal Evaluation Report” for the previous year to the Higher Education Quality Council (YÖKAK) Information System at the beginning of each year. Following the external evaluation processes carried out by YÖKAK, the resulting “Institutional Feedback Report” is shared with the public. In addition, accreditation decisions made by accreditation bodies recognized or authorized by YÖKAK are accepted as indicators that the quality assurance of programs has been ensured. In accordance with YÖKAK legislation, regular review and improvement activities are carried out regarding the qualifications determined within this framework.
