The Turkish Qualifications Framework (TQF) is a national qualifications framework established in Türkiye to define, classify, and certify education, training, and vocational qualifications. Aligned with the European Qualifications Framework (EQF), the TQF has been developed to ensure the validity and recognition of the qualifications individuals acquire through education, training, and the labor market.
The framework aims to enhance the recognition and comparability of qualifications in Türkiye at both national and international levels. The TQF entered into force in 2015 through the publication of the Turkish Qualifications Framework Communiqué and is governed by the Turkish Qualifications Framework Board. Within the TQF, qualifications are organized into eight levels, ranging from primary education to doctoral studies. Each level is defined according to criteria that describe the required knowledge, skills, and competences.
The main objectives of the TQF include:
- Definition and Documentation of Qualifications: Ensuring that educational and vocational qualifications are classified within a coherent structure, enabling educational institutions and employers to easily understand the qualification levels of individuals.
- Validity and Comparability: Facilitating the comparison and mutual recognition of Turkish qualifications with those of European countries through compatibility with the EQF.
- Promotion of Lifelong Learning: Supporting individuals’ educational and professional development processes, thereby enabling greater flexibility and mobility in career progression.
- Quality Assurance: Ensuring that qualifications comply with defined quality standards, thereby promoting a quality-oriented approach among educational institutions and employers.
The development and implementation of the TQF are carried out in cooperation with various stakeholders, including the Ministry of Labour and Social Security, the Ministry of National Education, the Council of Higher Education (YÖK), and the Vocational Qualifications Authority (VQA). The framework contributes to educational reform in Türkiye and aims to enhance the responsiveness of the education system to the needs of the labor market.
