Prof. Dr. Ali Osman ÖZTÜRK

Curriculum Vitae

Prof. Dr. Ali Osman Öztürk was born in Emet, Kütahya in 1972.  Upon completing his primary, secondary and high school education in Kütahya, he started his undergraduate education at the Department of Public Administration, Faculty of Political Sciences, İstanbul University in 1991. He graduated from the Faculty of Political Sciences with a success and obtained his master's degree in the field of ‘Social Policies and Industrial Relations of the European Union’ at the Department of Labor Economics, the Faculty of Economics of İstanbul University, in 1997. 
He was admitted to the Labor Economics PhD program of İstanbul University in 1997, and after completing his course period there, he went to the United States of America in August 1998. He pursued his research in the fields of labor economics and human resources while  attending English language training courses at Cornell University, one of the most esteemed universities in the USA. He decided to continue his graduate studies in the United States and started his PhD studies in the department of Public Administration at North Carolina State University in 2000. He completed his PhD as a full-time teaching assistant in 2005. While working as an assistant in the department, he received the ‘Outstanding Research Assistant’ award for his success in developing courses on research methods  in Political Science and presenting them online. 
The year he received his PhD, he started to work as a coordinator in ‘The Leadership in the Public Sector (LPS) Program (B.A. degree)’, which was then at the project stage. He was involved in every stage from the preparation of the academic program of the LPS to the development of the curriculum. In 2008, he was appointed as the director of the LPG program and a lecturer at the Faculty of Public Administration and International Relations. Due to the global financial crisis that started in the same year, the university reduced its support budget. With the finance model he designed, Prof. Öztürk was able to provide funds for the program without taking a share from the faculty budget. While Öztürk was the LPS Program Director, he delievered lectures on “Leadership in the Public Sector” and published articles in the respected academic journals (SSCI et al.)
Prof. Dr. Öztürk also performed training activities outside of the university between 2008 and 2010. Within the context of the The Certified Public Manager Program (CPM), which is considered to be extremely effective in the public sector of the United States, he delivered Management Practices trainings and project consultancy services for senior executives of North Carolina State. 
Prof. Dr. Öztürk pursued his academic career at Istanbul Commerce University after returning to Turkey in the summer of 2011. He remained there till October of 2014. In addition to being a faculty member at the Department of Political Science and International Relations of the same university, he also undertook several administrative positions such as the coordinator of Bologna Process, the head of department, the director of Leadership and Entrepreneurship Practice and Research Center, respectively. He became an associate professor in the Department of Public Administration in 2013 and a professor in 2018. Prof. Öztürk worked as a faculty member in the Department of Political Science and Public Administration (mainly in English) at Istanbul Medipol University. While pursuing his academic studies in Turkey, Öztürk, on the other hand, taught online leadership courses to students of North Carolina State University between 2011 and 2015, as part of the Public Sector Leadership (LPS) program he founded in the United States of America. Prof. Dr. Ali Osman Öztürk has a good many international and national publications in such disciplines as modern public administration, entrepreneurship in the public sector, business ethics and research methods in social sciences.
In addition to his academic career, he served as Prime Minister's Advisor, Prime Minister's Chief Advisor and Public Diplomacy Coordinator of Prime Ministry, respectively from 2014 to 2018. He has been a member of the TRT Board of Directors since 2017. Prof. Öztürk has a good command of English and is married with two children.
