1. General Information

The Master’s Program in Political Science and Public Administration was established in 2013 under the Department of Political Science and Public Administration. The program is conducted under the Graduate School of Hitit University.
The language of instruction is Turkish.

Master of Arts (M.A.)


3. Level of Qualification

  • European Qualifications Framework (EQF-LLL): Level 7

  • Qualifications Framework in the European Higher Education Area (QF-EHEA): Second Cycle


4. Admission Requirements

  1. A Bachelor's degree from any undergraduate program.

  2. A minimum score of 55 (Equal Weight) on the ALES (Academic Personnel and Graduate Education Entrance Exam) conducted by ÖSYM.

  3. No foreign language requirement.

  4. The Academic Division may, upon the recommendation of the admission jury, require applicants to complete a Scientific Preparation Program or prerequisite undergraduate courses prior to full admission.

Candidates who meet these criteria are invited to take a written and/or oral entrance examination. Those who achieve at least the minimum passing score determined by the department are considered successful.
All other issues are governed by the Hitit University Regulation on Graduate Education and Examination.


5. Graduation Requirements

Students must successfully complete 8 courses (24 local credits / 60 ECTS) and the Master’s thesis, as well as meet all other conditions set forth in the Graduate Education and Examination Regulation of Hitit University.


6. Recognition of Prior Learning

Applicants must hold a four-year undergraduate degree or an equivalent diploma from a recognized higher education institution abroad.
Transfers between graduate programs are subject to the provisions of the Hitit University Graduate Education and Examination Regulation.


7. Program Objectives

The program aims to equip students with a solid theoretical and practical foundation in political science and public administration, enabling them to:

  • Conduct independent or team-based academic research,

  • Access, analyze, and interpret scientific knowledge critically,

  • Develop leadership and problem-solving skills within their area of specialization.


8. Occupational Profiles of Graduates

Graduates may pursue careers as:

  • Public administrators and managers in state institutions,

  • Policy analysts, specialists, and consultants in public or private sectors,

  • Researchers and political scientists,

  • Academicians in universities and research institutes.


9. Access to Further Studies

Graduates who meet the necessary academic requirements may apply to doctoral (third-cycle) programs in related disciplines.

  • QF-EHEA: Level 3

  • EQF-LLL: Level 8


10. Program Structure

The program consists of 2 compulsory courses and 1 compulsory seminar.
Out of a total of 8 courses, 5 are electives, corresponding to 63% elective ratio.


11. Examination, Assessment, and Grading

All examinations, assessments, and grading procedures are conducted in accordance with the Hitit University Graduate Education and Examination Regulation.
Courses are semester-based and theoretical. There are no prerequisite courses.


12. Graduation Requirements

To graduate, students must successfully complete 8 courses (24 local credits / 60 ECTS), including 2 mandatory courses, 1 seminar, and 5 electives, along with the Master’s thesis.
