1. General Information

The Doctoral Program in Political Science, offered under the Department of Political Science and Public Administration, was approved by the Council of Higher Education (YÖK) in 2019 and commenced in the Fall semester of the 2019–2020 academic year.
The language of instruction is Turkish.
The program is designed to provide advanced specialization in political science and to foster the ability to conduct independent, original research.

3. Level of Qualification

  • Qualifications Framework in the European Higher Education Area (QF-EHEA): Third Cycle

  • European Qualifications Framework for Lifelong Learning (EQF-LLL): Level 8


4. Admission Requirements

  • A Master’s degree with a thesis in Political Science, Public Administration, or a related field.

  • A minimum score of 60 (Equal Weight) on the ALES (Academic Personnel and Graduate Education Entrance Exam) administered by ÖSYM.

  • Proof of foreign language proficiency (YDS, YÖKDİL, TOEFL, or an equivalent exam recognized by the Council of Higher Education).

  • Applicants may be required to take a written and/or oral examination as determined by the Department.

  • Candidates may be directed to take Scientific Preparation Courses based on the decision of the Academic Division.

  • Among those who meet the above criteria, candidates who achieve the required minimum score determined by the jury are admitted to the program.
    All other matters are governed by the Hitit University Regulation on Graduate Education and Examination.


5. Graduation Requirements

To graduate, students must complete:

  • At least 8 courses (24 local credits / 240 ECTS),

  • The Doctoral Qualifying Examination,

  • The Thesis Proposal Defense, and

  • The Doctoral Dissertation, which must be defended successfully before a jury.

Additionally, all other requirements set forth in the graduate education and examination regulations of Hitit University must be fulfilled.


6. Recognition of Prior Learning

Admission requires a Master’s degree with a thesis or an equivalent qualification recognized by the Council of Higher Education (YÖK).
Applications for horizontal transfer are evaluated in accordance with the provisions of the Hitit University Regulation on Graduate Education and Examination.


7. Program Objectives

The Ph.D. program aims to educate qualified scholars and experts capable of conducting original research in political and social sciences, contributing to academic knowledge both nationally and internationally.
The program seeks to develop:

  • Theoretical depth and empirical research competence,

  • Proficiency in applying scientific methodology at an advanced level,

  • The ability to analyze political phenomena within interdisciplinary contexts such as law, sociology, administration, and cultural studies.


8. Occupational Profiles of Graduates

Graduates of the program are qualified to work as:

  • Academics and researchers in universities,

  • Specialists and analysts in public institutions, think tanks, and NGOs,

  • Consultants and policy experts in international organizations and research centers.


9. Access to Further Studies

Graduates may pursue post-doctoral research at national or international universities or continue their academic careers as faculty members.


10. Program Structure

The program includes:

  • A course stage consisting of a minimum of 8 courses,

  • A qualifying examination,

  • A thesis proposal defense, and

  • A doctoral dissertation phase.

Students may take elective courses aligned with their research interests.
The elective course ratio is approximately 60%.


11. Examination, Assessment, and Grading

Assessment procedures are conducted in accordance with the Hitit University Regulation on Graduate Education and Examination.
Courses are semester-based, and evaluation methods may include mid-term exams, final exams, presentations, projects, and research papers depending on course requirements.

12. Graduation Requirements

To obtain the Ph.D. degree, students must:

  • Successfully complete at least 8 courses (24 local credits / 240 ECTS),

  • Pass the Doctoral Qualifying Examination,

  • Have their Thesis Proposal approved, and

  • Successfully defend their doctoral dissertation before an academic jury.
