The Master’s Program in Public Administration was established in 2022 under the Department of Political Science and Public Administration. The program is conducted under the Graduate School of Hitit University.
The language of instruction is Turkish.
Master of Arts (M.A.)
European Qualifications Framework (EQF-LLL): Level 7
Qualifications Framework in the European Higher Education Area (QF-EHEA): Second Cycle
A Bachelor's degree from any undergraduate program.
A minimum score of 60 (Equal Weight) on the ALES (Academic Personnel and Graduate Education Entrance Exam) conducted by ÖSYM.
No foreign language requirement.
The Academic Division may, upon the recommendation of the admission jury, require applicants to complete a one-year Scientific Preparation Program or to complete certain undergraduate-level courses prior to full admission successfully.
Applicants who meet these requirements are invited to take a written and/or oral entrance examination.
Candidates who achieve at least the minimum score determined by the department are considered successful.
All other conditions are governed by the Hitit University Regulation on Graduate Education and Examination.
To obtain the Master’s degree, students must complete 8 courses (24 local credits / 60 ECTS) and a Master’s thesis, and fulfill all other requirements specified in the graduate education regulations of Hitit University.
Applicants must hold a four-year undergraduate degree or an equivalent qualification from a recognized higher education institution abroad.
Transfers between graduate programs are regulated by the Hitit University Graduate Education and Examination Regulation.
The program aims to enable students to:
Acquire theoretical and practical knowledge in the field of public administration and related social sciences,
Conduct independent or team-based scientific research,
Access, evaluate, and interpret academic knowledge, and
Develop leadership and problem-solving skills relevant to their area of expertise.
Graduates may pursue careers in various public and private institutions, including:
District governorship (Kaymakamlık),
Administrative judiciary,
Specialist, inspector, and managerial positions in public or private organizations,
Academic careers at universities and research institutes.
Graduates who meet the necessary academic requirements may apply to doctoral (third-cycle) programs in related fields.
QF-EHEA: Level 3
EQF-LLL: Level 8
The program consists of 5 compulsory and 3 elective courses.
Out of a total of 8 courses, 2 are electives, corresponding to a 25% elective ratio (correction from original).
All examinations and evaluations are conducted in accordance with the Hitit University Regulation on Graduate Education and Examination.
Courses are semester-based and theoretical, with no prerequisites.
Students must complete 8 courses (24 local credits / 60 ECTS) — including 5 compulsory and 3 electives — and complete a Master’s thesis to graduate.
