1.3.1 Admission targets for students in the lowest income bracket


In line with Laws No. 2547 and 6114, Hitit University aims to enhance access to higher education for students from the lowest income groups through scholarships, mentoring, and support programs that promote equal opportunity.


1.3.2 Academic Achievement of Students in the Lowest Income Group

Hitit University aims not only to admit students from the lowest income groups but also to ensure their successful graduation. Graduation rates are monitored, and scholarships and mentoring supports are provided to promote equal opportunities.

Hitit University offers various scholarship opportunities to prevent its students from experiencing financial difficulties and to reward their academic achievements. Undergraduate students at Hitit University are eligible for both merit-based and need-based scholarships. Depending on their financial situation, students may benefit from cash scholarships, meal scholarships, and dormitory scholarships, and they may receive one or more of these at the same time.

Cash scholarships are provided by the Credit and Dormitories Institution (KYK), the Çorum Education and Culture Foundation (ÇEKVA), and the Ömer Derindere Foundation. A student may receive multiple types of financial support depending on their needs; however, they cannot receive more than one cash scholarship simultaneously. Applications for cash scholarship quotas and free meal scholarships provided by the university are collected through an automation system developed by university staff, and the evaluations are carried out through this system.

1.3.3 Support for Low-Income Students

Our university provides support for low-income students, including work-study scholarships and meal scholarships. In addition, the General Directorate of Credit and Dormitories (KYK) offers our students various loan and scholarship opportunities. In addition, the Çorum Municipality provides transportation services, and our students are entitled to discounted fares on municipal buses.

In some units of our university, free academic support (such as English courses and similar instructional assistance) is provided for our students.

1.3.5 Support for Students from Low- or Lower-Middle-Income Countries

1.4.1 Support for Local Enterprises

Hitit University supports the establishment of financially and socially sustainable businesses in the local community by providing paid and free mentorship, training, and resource support through its Technology Transfer Joint Stock Company (TTO A.Ş.).

Paid and free mentoring programs are offered at our university to promote the establishment of sustainable businesses.

In 2023, consultancy services were provided for 2 projects under the KOSGEB R&D and Innovation Support Program and 9 projects under the KOSGEB SME Development and Investment Support Program.

1.4.2 Financial Support for Local Enterprises

Plans are being developed for initiatives related to establishing sustainability-based start-up.

1.4.3 Programs for Access to Services

Hitit University embraces the principle of ensuring equal access to basic services for everyone, one of the core pillars of sustainable development. In this regard, the university carries out inclusive educational programs targeting different segments of society through long-term community-oriented initiatives such as the Hitit Children’s University and the Hitit Mothers’ University.

The Hitit Children’s University aims to nurture curiosity and creativity in primary and secondary school students by introducing them to science, art, and technology at an early age, thereby contributing to raising conscious and inquisitive individuals for the future.

The Hitit Mothers’ University encourages women’s participation in lifelong learning by offering trainings on family communication, personal development, health, environmental awareness, and social responsibility — thus contributing to the overall well-being and empowerment of society.

In addition, the Hitit University Women and Family Studies Application and Research Center (HÜKAM) and the Hitit University Addiction Prevention Application and Research Center (HÜBAM) also organize various inclusive educational programs addressing different segments of society. These centers aim to improve access to knowledge for women, children, youth, and disadvantaged groups, enhance scientific awareness, and support community development.

1.4.4 Policy Development Addressing Poverty

Hitit University actively participates in local, regional, and national policy-making processes aimed at eliminating all dimensions of poverty. Within this framework, the university carries out various projects and activities designed to increase access to basic services for disadvantaged groups and to support sustainable development.

For example, the “Workshop on Strengthening the Socio-Economic Status of Women in Çorum”, organized by the Hitit University Women and Family Studies Application and Research Center (HÜKAM), focused on improving the social and economic conditions of women in the region. During the workshop, the challenges faced by women in Çorum were analyzed, and recommendations for developing strategic action plans were created in cooperation with local stakeholders.

The report prepared in collaboration with the university, public institutions, and non-governmental organizations includes goals such as increasing women’s employment capacity, expanding entrepreneurship opportunities, and enhancing their role in regional development. In parallel with this initiative, the “Mother’s University Project” provided educational opportunities for women. Some of the participating women continued their higher education and gained employment, contributing to both personal and community empowerment.

This example demonstrates that Hitit University assumes not only an educational role but also an active responsibility in social policy development, community engagement, and combating all dimensions of poverty. Guided by the principles of sustainable development, the university continues to contribute to local policy processes — particularly in promoting women’s empowerment, equal opportunity, and regional welfare.
