The Hitit Action Plan (HEP) is a digital management information system developed by Hitit University that ensures the systematic implementation, monitoring, and evaluation of the strategic plan. Designed by our university’s Office of Data Analysis and Digital Transformation, this system transposes the strategic management cycle into a digital environment, basing decision-making processes on a data-driven approach.
The HEP system is structured to incorporate all the aims, objectives, and performance indicators outlined in our university’s current Strategic Plan. Furthermore, the annual action plans, prepared or updated each year, are linked to these performance indicators via the system, making them fully traceable. This ensures that the strategic plan is managed effectively not just at a theoretical level but throughout its practical implementation processes.
For every action within the system:
Implementing and supporting units are clearly defined.
The targeted quantitative and qualitative outputs are determined.
A direct mapping to the relevant strategic objective and performance indicator is established.
A calendar-based schedule with start and end dates is planned.
HEP also encompasses the monitoring and evaluation activities conducted at periodic intervals at the level of academic and administrative units. This process both provides data for managerial decision-making and contributes to the quality assurance system.
Within this scope, our university's internal evaluation processes are also conducted digitally, thanks to the Unit Internal Evaluation Report (BİDR) and Peer Review modules integrated into the HEP system.
The BİDR module enables academic and administrative units to evaluate their activities based on the 4 main themes and 46 sub-criteria specified by the Turkish Higher Education Quality Council (YÖKAK). Units enter their activities into the system based on evidence, determine their own maturity level (1–5), and make their strengths and areas for development visible.
The Peer Review module, which follows the BİDR process, ensures that the internal evaluation reports prepared by the units are examined objectively, constructively, and with a focus on development by different units. Thus, self-evaluations are reviewed with an independent perspective; examples of good practice and suggestions for improvement are shared through the system.
The results of the process are analyzed by the Strategic Management and Quality Office and communicated to both the evaluated and the evaluating units, providing data for the continuous improvement cycle.
Through this structure, Hitit University regularly measures its level of achievement against its strategic goals, revises its action plans when necessary, and thereby conducts its strategic management process in a dynamic and flexible manner.
The HEP system operates in full harmony with our university's strategic planning culture. The system is not merely a technical monitoring tool; rather, it is a structure that provides logical and operational integrity between the strategic plan and the action plans, integrating with systems such as quality assurance, internal control, performance management, and risk analysis.
The data obtained through this system contributes to performance measurement at the faculty, institute, school of higher education, vocational school, and university levels; simultaneously, it establishes a strong institutional database for use in external evaluation and accreditation processes.
HEP is a system that digitizes Hitit University's strategic management understanding, enabling its corporate development to be sustainable and transforming it into a transparent, traceable, and measurable management model. Through this system, our university not only monitors its strategic plans but also effectively operates continuous improvement mechanisms based on the realization level of actions, internal evaluations, and peer feedback.
