The Unit Internal Evaluation Report Preparation Guide has been prepared by the Strategic Management and Quality Office of Hitit University to guide academic and administrative units (faculties, schools, institutes, vocational schools, administrative departments, and research centers) in systematically evaluating their quality assurance processes.

The purpose of the guide is to support each unit in evaluating, on an evidence-based basis, the activities carried out within its scope—education and training, research and development, community engagement, internationalization, quality, and governance—to identify its strengths and areas for improvement, and to contribute to the institutional improvement cycle.

The Unit Internal Evaluation Report has been developed in full alignment with the Institutional Internal Evaluation Report Preparation Guide published by the Turkish Higher Education Quality Council (THEQC).

Accordingly, the report is structured around 46 sub-criteria under four main areas defined in THEQC’s Rubric for Graded Evaluation:
Leadership, Governance, and Quality,
Education and Training,
Research and Development, and
Community Engagement.

Each unit evaluates its level of maturity (from 1 to 5) within the framework of these criteria. This process provides direct input to the institution’s overall internal evaluation and contributes to the preparation of the Institutional Internal Evaluation Report.

The preparation of the Unit Internal Evaluation Reports promotes the dissemination of a quality culture at the unit level and contributes to the institutionalization of process management, data-driven decision-making, and continuous improvement cycles.

The reports are prepared digitally through the HEP (Hitit Action Plan) System, under the coordination of the Strategic Management and Quality Office, and are entered into the system by authorized unit evaluation coordinators in each unit. During the evaluation process, the accuracy of evidence, its relevance to sub-criteria, and the realistic determination of maturity levels are essential.

This guide standardizes the internal evaluation process of the units and supports Hitit University’s goals of continuous improvement, accountability, and institutional learning.
