The Institutional Self-Evaluation Report (ISER) Preparation Guide has been prepared by the Turkish Higher Education Quality Council (THEQC) and defines the methods, content, and standards to be followed by higher education institutions in their annual internal evaluation processes.
The purpose of the guide is to enable universities to systematically identify their strengths and areas for improvement, internalize a culture of quality assurance, and strengthen their continuous improvement processes. The ISER aims to ensure that institutions evaluate their performance—based on evidence—in the areas of education and training, research and development, societal contribution, leadership, governance, and quality, share the results with stakeholders, and use them as input for future planning.
The preparation of the ISER in universities is not merely a legal obligation but also a strategic opportunity to disseminate the culture of quality assurance, support institutional learning, and reinforce the principles of participatory governance and transparency. Moreover, the process serves as a primary input for Institutional Accreditation, External Evaluation, and Monitoring Programs.
