The strategic plan is a fundamental management tool that defines an institution’s medium- and long-term objectives, the roadmap to achieve these objectives, the performance indicators, and the allocation of resources. In public institutions, the strategic planning process forms the basis of performance-based management, as established by the Public Financial Management and Control Law No. 5018.

A strategic plan clarifies the institution’s goals and priorities within the framework of its vision, mission, and values, and determines the strategies through which these goals will be achieved. At the same time, as a governance instrument based on the participation of internal and external stakeholders, it represents a participatory and transparent planning process.

Hitit University regards strategic planning not merely as a legal obligation, but as a holistic management approach that supports institutional development, sustainability, and the cultivation of a quality culture.

The strategic planning process at our university is grounded in:

Data-driven analyses,

Principles of participatory governance,

Principles of sustainable development,

Principles of transparency and accountability, and

An integrated structure aligned with the quality assurance system.

In this regard, the strategic plan, together with its performance indicators, serves not only as a planning instrument but also as a guide for monitoring, evaluation, and continuous improvement processes.

In line with this understanding, the Hitit University Strategic Plan for 2021–2025 is currently in effect, and the Strategic Plan for 2026–2030 has been approved by the Strategy and Budget Directorate of the Presidency of the Republic of Türkiye.
