The Hitit University Quality Assurance System is a data-based and holistic quality management system that structures all institutional processes of our university — from education and training to research and community contribution, from governance to sustainability — in line with the strategic plan. This system has been established in order to make institutional development sustainable in compliance with national and international standards in the field of higher education.

Hitit University, with the vision of “Designers of the Future Are Here,” has established an integrated Quality Assurance System to systematically ensure quality in all the processes it carries out, particularly in education, research, and community service. This system has been designed in accordance with both national and international quality standards and developed on the basis of the Hitit University Strategic Plan.

The main purpose of this system is to conduct structural and functional activities in the field of quality assurance in an orderly and holistic manner, to ensure the effective participation of all stakeholders in quality processes, and to maintain institutional development continuously. The system has been structured on the principles of planned development, measurability, participation, digitalization, and continuous improvement.

Each component forming the basis of this system has been designed to support the achievement of the university’s strategic objectives and strengthened through integrated digital infrastructures.

Strategic Management Integration positions quality not only as a monitoring tool but also as an inseparable part of strategic governance. In line with Hitit University’s 2026–2030 Strategic Plan, quality objectives and performance indicators have been directly associated with strategic goals; in this context, the actions of all academic and administrative units have been synchronized through a central system. Quality commissions monitor strategic goal cards and develop recommendations. The achievement rates of all academic and administrative units are evaluated, revisions are made when necessary, and feedback is provided regarding areas for improvement.

Quality Boards and Commissions represent a broad structure consisting of the Quality Commission, chaired by the Rector, subcommittees, quality representatives, and unit quality commissions. This structure nourishes both managerial ownership and the dissemination of a quality culture throughout the institution.

Through process management, all workflows have been transparently defined, task distributions have been clarified, and all operations have been made traceable through quality manuals and process maps. Process owners, job descriptions, workflows, control points, and risk analyses are carried out within this cycle. This structure increases efficiency, effectiveness, and accountability across the institution.

The Self-Assessment and Peer Review processes are the main tools that enable the institution to see its internal capacity and development potential. Each year, the KİDR (Institutional Self-Assessment Report) and BİDR (Unit Self-Assessment Reports) are prepared together with indicators and analyses. In addition, after the Unit Self-Assessment Reports are written by each unit, the Peer Review process is initiated within the institution, and existing situations are evaluated from different perspectives, best practice examples are disseminated, objective improvement suggestions are created, and a culture of quality is ensured to prevail at the institutional level.

Performance management is carried out at both individual and institutional levels; the activities of academic and administrative staff, the outputs of units, and their levels of contribution to strategic objectives are evaluated through data-based measurement tools. In this regard, the established digital system, the Performance Monitoring System (Pİ), has been transformed into a development-oriented evaluation system supported by the University Information Management System (ÜBYS), the Hitit Action Plan System (HEP), and other digital tools.

Within the scope of risk management, academic, financial, administrative, and environmental risks that the university may face are identified, analyzed with probability and impact matrices, and an institutional Risk Map is created. In light of these data, preventive and corrective action plans are developed.

The quality assurance process has been structured based on the quality assurance cycle within the framework of quality policies. With the contribution of internal and external stakeholders, self-assessment reports, unit assessments, and peer review applications are carried out. This cycle aims to embed quality at every level of the institution.

Accreditation processes are actively monitored both institutionally and at the program level; self-assessment studies, action plans, and improvement processes are carried out in accordance with the criteria recognized by YÖKAK (Turkish Higher Education Quality Council). These efforts transform quality into an area of continuous development.

Management information systems are directly integrated with quality management. Thanks to the digital infrastructures developed by our university — such as the Hitit Action Plan System (HEP), Performance Monitoring System (Pİ), Institutional Data Monitoring System, and University Information Management System (ÜBYS) — all processes can be monitored simultaneously, data-based analyses can be conducted, and decision-making processes can be carried out in a data-oriented manner.

The principle of continuous improvement and sustainability has been defined as an understanding encompassing the entire system at Hitit University. Regular experience and evaluation surveys are conducted for students, academic and administrative staff, alumni, employers, and external stakeholders; the feedback obtained is directly used in shaping action plans and strategic decisions. Petitions, suggestions, and complaints received through the Rectorate Communication Center (RİMER) also constitute an important part of this process.

The Monitoring and Continuous Improvement Cycle ensures the functioning of all these components together. In line with the annually planned quality calendar, all reporting, meetings, and feedback are carried out systematically. In light of the data obtained, necessary measures are taken, policy revisions are made, and new targets are defined.

As a result, the Hitit University Quality Assurance System is an integrated, stakeholder-oriented, digitally supported, and continuous improvement–focused structure integrated with institutional goals. This model, built on the strengths of the university, provides an infrastructure ready to meet national and international quality criteria while ensuring excellence in education, effectiveness in research, and sustainability in social contribution.
