The Action Plan Preparation Guide has been prepared by the Strategic Management and Quality Office of Hitit University to provide guidance for the systematic implementation of the objectives, goals, and performance indicators defined in the university’s Strategic Plan.

The purpose of the guide is to ensure the operational execution of the Strategic Plan and to make the activities carried out by the university’s units within their areas of responsibility planned, measurable, and traceable. In this context, action plans are annual activity plans directly linked to the strategic plan’s objectives and goals, including responsible and supporting units, implementation timelines, expected outputs, and performance indicators.

Action plans holistically support the “implementation” and “monitoring” phases of the university’s strategic management cycle. For each performance indicator, the actions required to achieve the related goal are defined, these actions are associated with the responsible units, and they are planned in terms of time, resources, and performance criteria. The process also emphasizes that units are not only implementers but also collaborators and supporting stakeholders.

The preparation, implementation, and monitoring of action plans are carried out digitally through the HEP (Hitit Action Plan) System. Within the system, each action is matched with its related objective, goal, and performance indicator, and the outcomes of implemented activities are monitored periodically. In this way, the implementation level of the strategic plan is regularly measured, the contribution levels of units are evaluated, and corrective or improvement actions are defined when necessary.

The Action Plan Preparation Guide aims to establish a common language and standard for planning processes across all units, strengthen resource utilization based on strategic priorities, promote data-driven decision-making, and enhance accountability. The methods and explanations provided in the guide help ensure that all units prepare action plans aligned with institutional priorities, setting measurable and feasible goals.

This guide is one of the key instruments that translates the university’s data-driven, participatory, and continuous improvement-oriented management approach, adopted within the framework of the Hitit University 2026–2030 Strategic Plan, into practice.
