The Performance Monitoring System (Pİ) is a data-driven and integrated monitoring and evaluation infrastructure developed by Hitit University, fully aligned with the corporate strategic plan. As a vital component of our university's vision for quality assurance, digital transformation, and governance, this system enables multidimensional performance management based not only on activity tracking but also on the relationship between processes, outputs, and outcomes.
The system operates in integrated harmony with numerous academic and administrative digital infrastructures, notably the HEP (Hitit Action Plan) and the UBYS (University Information Management System). This integration allows data from various sources to be contextualized, serving as a holistic and reliable decision support mechanism for management.
The Performance Monitoring System houses multiple modules. One of these ensures the real-time tracking of all courses conducted across the university. For every course, attendance and absenteeism data, weekly and term-based analyses, and absenteeism trends are automatically collected within the system. This data allows for monitoring the effectiveness of teaching processes and evaluating students' levels of engagement in learning.
Furthermore, data from the term-entry, term-exit, and course evaluation surveys administered each academic term, along with the program evaluation surveys conducted for graduating students, are collected and analyzed via the system. This survey data is detailed at the course, academic staff, and program levels, enabling comprehensive analyses and the identification of areas for improvement for departments. Thus, strengths and areas requiring development regarding educational processes are systematically identified.
In addition, all activities executed across the five key areas defined in our University’s Strategic Plan (Education and Training, Research and Development, Social Contribution, Internationalization, and Institutional Capacity) are monitored via the Performance Monitoring System at the departmental level. This monitoring focuses not only on the level of activity realization but also analyzes in detail what kind of outputs the process generates and how these outputs and related outcomes contribute to institutional goals. Annual trends, as well as strong or developing areas, can be detected early on thanks to this system.
For the measurement and assurance of sustainable academic performance, the individual performance of academic staff is measured against quality and volume indicators determined based on the "TÜBİTAK Competency Analysis" system.
The system performs detailed evaluations concerning academic staff by automatically connecting to data sources such as YÖK Academic, Scopus, Web of Science, Google Scholar, SciVal, and the HEP system. Personal performance reports prepared for each academician are supported by objective and traceable data encompassing multidimensional academic activities, including publication count, citations, projects, and consultancy.
On the administrative side, the performance of administrative staff is systematically monitored based on metrics such as document transactions, timing, accuracy, and task completion executed via the UBYS. Due to the system's flexible structure, every job description can be entered into the system, and results can be evaluated in real-time.
In addition, the performance of academic personnel holding managerial positions, along with administrative staff, is also measured through evaluation surveys conducted in the context of vertical and horizontal hierarchy. Feedback from the individual's superiors, subordinates, and horizontal colleagues is collected and transformed into a multifaceted evaluation score within the system.
Moreover, the periodic contribution levels of academic units (faculties, institutes, schools, vocational schools, and departments) to the strategic plan are measured through the system. Thus, the contributions made by units to institutional goals are objectively analyzed, and this data is referenced in senior management reporting and incentive systems.
The Performance Monitoring System serves to elevate Hitit University's quality-oriented management approach to the institutional level, acting as a robust infrastructure that is digitally traceable, data-guided, and prioritizes continuous development, thereby enhancing our university's strategic management capacity and instilling lasting values in the corporate culture.
