Our office


The Strategic Management and Quality Office of Hitit University is a central unit that conducts strategic management, quality assurance, performance monitoring, sustainability, and continuous improvement processes through a holistic approach in line with the university’s institutional development goals. Structured in accordance with higher education regulations, the Office is responsible for translating the university’s vision into concrete objectives, monitoring and evaluating these objectives, and producing feedback for institutional improvement.

The Strategic Management and Quality Office not only coordinates the university’s strategic planning but also monitors the implementation process in a data-driven manner, performs systematic evaluations based on performance indicators, and creates an institutional learning environment with the contribution of internal and external stakeholders. The Office disseminates a culture of quality across all units of the university and embeds a quality assurance approach in the fields of education and training, research and development, social contribution, internationalization, and institutional capacity.

Duties and Responsibilities

· To ensure the preparation, implementation, and monitoring of the University’s Strategic Plan;

· To coordinate action plans linked to strategic objectives and monitor them on a quarterly, semi-annual, and annual basis through the HEP (Hitit Action Plan) system;

· To evaluate the individual and institutional performance of academic and administrative units, identify areas for improvement, and prepare appropriate action plans;

· To structure process management at the institutional level, define all workflows, ensure traceability, and systematize improvement processes;

· To establish risk management policies, conduct risk analyses, prepare risk maps, and manage these risks through preventive and corrective actions;

· To coordinate institutional and program accreditation processes in line with the principles of YÖKAK (Higher Education Quality Council of Türkiye), prepare self-evaluation reports, and carry out quality certification processes;

· To coordinate studies within the scope of the internal quality assurance system, including the Unit Internal Evaluation Report (BİDR), Peer Review, and Institutional Internal Evaluation Report (KİDR);

· To integrate all processes with management information systems and carry out monitoring, analysis, and reporting through digital platforms;

· To integrate institutional sustainability principles into quality processes and evaluate environmental and social impacts using data-based approaches;

· To conduct experience, evaluation, and satisfaction surveys for students, academic and administrative staff, and external stakeholders, and to integrate the results into the continuous improvement cycle.

Digital Integration and Data-Based Management

The Strategic Management and Quality Office operates in integration with the digital infrastructures developed within the university in order to effectively carry out its duties. In this context:

· HEP (Hitit Action Plan): Ensures digital monitoring of the strategic plan with all its actions and performance indicators.

· ÜBYS (University Integrated Management System): The system through which administrative and academic processes are conducted and where process intensity and time analyses are monitored.

· Performance Monitoring System: A platform that objectively measures the individual performance of academic and administrative personnel and analyzes the contribution of units to institutional goals.

· Institutional Data Monitoring System: A system that regulates data production and usage processes of all units and ensures data integrity across the institution.

· RİMER (Rectorate Communication Center): A stakeholder-based governance tool that provides direct feedback to the Rectorate.

· Survey and Evaluation Modules: Conduct surveys regarding student experience, academic/administrative staff experience, and external stakeholder feedback.

Through these systems, the Office provides a continuous and reliable flow of data to the university administration, offering effective support for decision-making processes.

Quality Assurance and Continuous Improvement

The activities of the Strategic Management and Quality Office are carried out in harmony with all components of the Hitit University Quality Assurance System.

In line with the principle of continuous improvement, the Office:

· Manages feedback mechanisms,

· Revises action plans according to performance,

· Redefines risks,

· Analyzes quality indicators, and

· Transforms stakeholder opinions into institutional decisions.

As a result, quality awareness is strengthened across all units of the university, processes become more efficient, and institutional capacity is enhanced.

The Strategic Management and Quality Office plays a fundamental role in realizing the vision of Hitit University. Transforming strategic thinking into implementation capacity, data into governance, feedback into action, and quality into culture, this structure institutionalizes an accountable, improvement-oriented, and sustainable management approach at all levels of the university.
